Write the counting rule into scope
The rule fits in one line: one domain, counted once. Subdomains do not multiply the number. Repeats do not pad it. A replacement site takes the old one's place instead of stacking on top. The headline count means what it says.
Treat availability and fit as different checks
An available site is not automatically the right site. Topic, audience, language, and disclosure rules all have to fit the launch. Every site clears two checks, availability and fit, before it earns a place in your campaign.
Let the buyer inspect the set
Your final report ties every counted site to its angle, final URL, publication date, and live-check result. Judge the delivered mix with your own eyes, one line per site. No badge, no invented quality score, no trust required.
